On February 29, the reporter of "Securities Daily" learnt from National Development and Reform Commission (NDRC) that it will jointly release “Guidance opinions on promoting “Internet + “smarter energy development” with National Energy Administration and Ministry of Indury and Information Technology (hereinafter referred to as "Guidance Opinions"), which have two phases, and point out the specific goals and direction for the "Internet +" smarter energy development over the next decade.

Based on "Guidance Opinions", in the first stage (2016-2018) great efforts will be made to promote the pilot work of energy Internet: build a number of different types and sizes of pilot demonstration projects; realize breakthroughs in a set of key technology and core equipment, with the energy Internet technology reaching the international advanced level; establish initially the energy Internet market mechanism and market system.

In the second stage (2019 –2025), great efforts will be made to promote the diversification and large-scale growth of energy Internet; initially build an energy Internet industrial system to become an important driving force for economic growth; build a relatively perfect energy Internet market mechanism and market system.

"Guidance Opinions" clearly require actively promoting 10 key tasks, including creating an open and shared energy Internet ecosystem, building energy Internet with an open and sharing system, construction of energy Internet’s market trading system, promoting energy Internet business model innovation, building a value transfer system of energy and energy derivatives, supporting capitalization and securitization of energy resources, equipment, services, and applications, providing platforms to multiple-form business models such as B2B, B2C, C2B, C2C, and O2O that are based on “Internet +”, encouraging flexible investing and financing instruments to distributed energy including crowdfunding and PPP, promoting energy on-site collection and highly effective utilization, and establishing international cooperation mechanism for energy Internet.

　 In addition, “Guidance Opinions” involve cultivating flexible green energy trading market model, building flexible Internet-based green energy trading platform, constructing real-time subsidy mechanisms for renewable energy, developing green energy certificate trading body, and promoting securitization and financial trading of green certificates.
